The EU-LAC Digital Alliance Days will be the first follow-up high-level policy dialogue between the EU and LAC. Taking place on 27-29 November 2023 at the Training Centre of the Spanish Cooperation in Cartagena, Colombia, the event’s objective is to create an agenda and roadmap in the lead-up to the EU-CELAC Summit to be held in 2025.

The Digital Alliance Days will gather government representatives from both regions, as well as multiple stakeholders representing the private sector, civil society, and academia. Participants will discuss five overarching themes: data governance, e-governance, cybersecurity, connectivity, and AI. The purpose will be to jointly identify common goals for each of the themes and agree on actions of shared interest.

EU-LAC Digital Alliance

Strengthening our digital partnership

The EU-LAC Digital Alliance is the partnership between the EU and LAC countries aimed at championing a human-centric approach to digital transformation. Launched in March 2023 with an initial contribution of €145 million from the European Union and its Member States, its goal is to foster the development of secure and resilient digital infrastructures based on a shared values-based framework.

In July 2023, leaders from both regions signed the Joint Declaration on a Digital Alliance, outlining its core principles, values, and implementation priorities. The Declaration also mandated the EU-LAC Digital Alliance to provide a forum for regular bi-regional dialogue and cooperation on digital matters for the benefit of citizens from both regions.

Building trusted and sustainable connections

The D4D Hub is a key instrument to advance EU-LAC digital cooperation and deliver on shared ambitions under the Global Gateway. Together with the UN Economic Commission for LAC (ECLAC), the
D4D Hub serves as the main platform to ensure multi-stakeholder coordination in the framework of the EU-LAC Digital Alliance
