EU-LAC Digital Alliance side events at the EU-LAC Forum: “Partners in Change”

An inclusive exchange to build a sustainable future
Youth, civil society and local authorities play an important role in the partnership between the European Union, Latin America and the Caribbean. In this context, the EU is organising an EU-LAC Forum, in the context of the EU-LAC Days, the side events that are envisaged ahead of the EU-CELAC Summit on 17 and 18 July 2023.
A key deliverable of the EU-CELAC Summit will be the EU-LAC Global Gateway Investment Agenda, a political commitment to work together in Latin American and the Caribbean. The overall objective of the EU-LAC Forum is to have an inclusive exchange with non-state actors and to discuss opportunities to build a sustainable and inclusive future for both regions.
The expected outcome is the preparation of recommendations ahead of the EU-CELAC Summit and a closer cooperation between non-state actors and youth organisations from both regions thereafter.
The EU-LAC Digital Alliance partners will be present at the EU-LAC Forum in Brussels on July 13 and 14 with a set of side events taking place in the Library Room. The different sessions will aim at engaging with CSOs and Local Authorities around the main pillars of the Alliance.
Day 1 - July 13th
The BELLA II project is one of the Digital Alliance EU-LAC four pillars and it looks to strengthen and expand the Latin American and Caribbean digital ecosystem, enabler of relationships and exchanges between Latin American, Caribbean and European enterprises, research centres, educational institutions, and academic networks to contribute to achieving the region's strategic goals focused on strengthening education, science, technology, and innovation. Civil society is one of the key stakeholders for the RedCLARA digital ecosystem (together with the governments, academy and the enterprises). We will present the research and education communitarian networks as a fruitful approach to engage communities and the civil society with the benefits of the project.

Building on the D4D’s multi-stakeholders approach and the launch of the D4D Hub Civil Society and Academia advisory groups, the session will bring together representatives from the European Commission and EU Member States, as well as CSOs, youth organizations and local authorities to discuss key dimensions of the human centric approach to digital transformation such as Human Rights, inclusion and participation. The goal will be to identify key recommendations for the EU-CELAC summit to further strengthen the Human Centric approach in digital development.

Day 2 - July 14th
A fireside-chat on key issues such as mainstreaming gender inclusion, strengthening digital rights and targeting young people with digital policies in the context of EU-LAC policy dialogues. The session will focus on four areas of digital policy (Cybersecurity, Data Governance, e-Governance and Connectivity) and engage the audience in a discussion on how cross-cutting issues and the voices of CSO stakeholders can be brought to the table in interregional policy processes.

The session will consist of a reflective exchange on challenges, potential and considerations of digitalisation in addressing global challenges such as climate change, through a panel discussion between young women from the LAC region, working at the intersection of digital transformation, climate-related topics, and gender. The session will showcase policies and measures by Team Europe aimed at fostering greater youth and women participation in decision-making processes related to digital and green transformation.

This session will introduce the Copernicus Sentinels’ capabilities for Earth Observation. In particular, the purpose and timeline of two future regional Copernicus Centres, based in Chile and Panama, will be presented. An overview of the EO services that will be offered by these regional centres (Land and Coastal Monitoring in Chile and Disaster Risk Reduction and Recovery in Panama) will be provided.
